After August, I thought five votes in one night was a lot. This meeting was the opposite. One rezoning. A long history. And not much room to pretend we were starting from scratch.

East of Mustang Road, access from E. Plantation Terrace, west of Curtis Park.
19.48 acres. A-1 Agricultural to PUD-R-E, Rural Estates. Neighborhood name in the packet: “Royal Park.”
Yes.
On paper, it is 28 single-family lots, none smaller than half an acre, R-E underneath a planned unit development. Access would come off a new road from Plantation Terrace through a piece of Curtis Park. East side: crash-gate only onto E. Lea Terrace. No regular traffic. No construction traffic that way.
That east access is the whole ghost in the room. The city already tried this land in 2021 and 2022. Straight R-E with Lea Terrace access got denied. Then R-1 with a PUD off Plantation Terrace got denied. Then the applicant and the city ended up in court. They settled. This PUD is the settlement on a map.
The terms are not a wish list. They are the deal:
- A public road built to R-1 standards from Plantation Terrace, with a land swap out of Curtis Park for the access.
- No more than 30 lots. R-E standards underneath. Half-acre minimum. A variance on lot size is possible, but the cap stays at 30.
- Crash-gate only to Lea Terrace on the east side.
I voted yes because that is where the city already is. Settlement. Lawsuit. Terms already signed. Sitting in that chair and acting like we still had a wide-open negotiation would have been theater. The commission was not writing a new project from a blank page. We were looking at the version the city had already agreed to live with.
Yes does not mean I think every neighbor on Lea Terrace will love it. It means I read the staff report, I read the history, and I was not going to vote no on a PUD that was built to close a legal fight the city had already settled.
One item. One yes. Second meeting in the books.
Council still has the last word. I will say the same thing there if anyone asks: I voted the settlement that was already on the table.
